Hmm. I can't see why they'd paint the inside either, but as far as the water being a factor, I can partially understand that. Sometimes water is hard, and therefore can be abrasive and rough on a sensitive surface over time. Maybe that added to the problem, or at least that was why they asked. Either way, it's a definite health hazard. Good thing you caught it.
